NFC STE Quality System

The CRCD Quality Management System was established under the Implementing Agreement Between the Government of the United States of America and the Government of Ukraine Concerning the Ukraine Nuclear Fuel Qualification Project (UNFQP). Richard Latorre, a Pacific Northwest National Laboratory (PNNL) program manager (USA), provided proactive assistance in establishing the Quality Management System within the UNFQP framework. He helped organize continuous consultations and systematic trainings for CRCD NFC STE staff on ISO 9000:1994, U.S. standards:10 СFR 50 App. B, ANSI N.45.2 and 10 CFR Part 21, and engaged to this end a high-caliber specialist Shamsher Beri (BERI ASSOCIATES (USA).INC.), a lead auditor of RAB (USA) and IRCA (UA).

2001 saw development of the first set of CRCD NFC STE Quality Management System documents based on the requirements of the standard ISO 9000:1994 consisting of: “Policy”, “Objectives”, “Quality Manual”, nine specifications for the main processes, twelve procedures, and over thirty instructions.

In 2003 CRCD QMS was qualified by NNEGC Energoatom, and NFC STE NCS KIPT was issued a State Nuclear Regulatory Commission of Ukraine (SNRCU) license for design of alternative fuel for the WWER-1000 Nuclear Power Plants in Ukraine.

In 2004 CRCD QMS was certified in the UkrSEPRO certification system by the certification agency SERTATOM (Certificate UА.2.041.1344 of December 16, 2004 valid through December 15, 2007).

In 2007 the international certification agency TÜV Rheinland Ukraine conducted the first certification audit of the NFC STE QMS and issued TÜV Rheinland Certificate 75 100 60054.

In 2008 NNEGC Energoatom qualified the NFC STE QMS and included NFC STE NSC KIPT on the NNEGC Energoatom list of qualified suppliers.

In 2009 TÜV Rheinland conducted a certification audit of the NFC STE QMS for compliance with the requirements of the national standard DSTU ISO 9001:2009.

In 2010 TÜV Rheinland conducted a scheduled certification audit of the NFC STE QMS and issued a certificate valid through February 2014 and in 2011 completed another scheduled compliance audit of the NFC STE QMS and confirmed validity of the certificate.

In November 2011 NNEGC Energoatom carried out a scheduled NFC STE QMS audit and confirmed NFC STE NSC as an NNEGC Energoatom qualified supplier for the following three years (through February 2015).

To ensure efficient operation of the system, NFC STE established a Quality Council reporting to NFC STE Director, appointed a Management Representative for Quality, and set up a Quality Management Group. Since the establishment of its Quality Management System, NFC STE has undergone 17 certification audits. Efficiency of the NFC STE Quality Management System is verified by internal and external audits, and by self-evaluation of the system based on each year's results.

In 2018, the Quality Management System of NFC STE underwent an audit by TÜV Rheinland for compliance with ISO 9001: 2015 and was granted a certificate No 011001718808 valid until 09.05.2020.

In 2018, NNEGC “Energoatom” conducted an audit of the Quality Management System of NFC STE as a NNEGC “Energoatom” qualified provider of services and issued an audit certificate No РШ-П0.18.083-18 valid until 01.09.2023.

In October 2018, NFC STE successfully underwent an audit by Westinghouse to confirm that NFC STE is a Westinghouse qualified supplier of services.
